Obtaining a Planning Permit


After finalising documents, the Architects applied for a Planning Permit. The submission included the following:
- site assessment and Res. Code analysis,
- existing plans,
- full plans, elevations and section of the proposal,
- sight line views from the street,
- shadow diagrams,
- survey plan.

Once a preliminary assessment had been carried out by the Town Planner, the two proposals were advertised by City of Melbourne Planning Department. When the advertising period (about 3-4 weeks) ended, the architects again met with the Town Planning Department to discuss objections. At this stage no objects were received for either proposal.

The Architect reappraised the roof terrace design on the advice of The City of Melbourne Heritage advisor. In the end, the Architect suggested removing the roof deck over the kitchen area in order to:
•  maintain the current street appearance of the roof
•  prevent the appearance of people on the roof deck compromising the roof line slope the second storey roof from the existing ridge in line with or below the 'line of sight' from across the road in order to hide any new construction.
•  maximise size and appeal of the home

These modifications satisfied the important elements addressed in the City of Melbourne's Heritage Report. The drawings were revised in line with the discussions and. re-resubmitted to Council in September 2003.

Once Archicentre approved the detailed design and finishes, the design proposal was ready to submit to Council as part of the Planning Permit application. Three sets of all documents including shadow diagrams, site analysis and design response drawings, sight line drawings, finishes schedule and written assessment in response to ResCode, plus all the usual plans, elevations and sections at 1:100 scale were submitted.

This time there were several objections to the Application. These related to the bulk of the building at the rear on the east side. In response, the bedroom was reduced in width, thus increasing the setback of the east wall at first floor. The area behind the bed head was 'pushed out' at low level to form an interesting recess or bay window effect around the bed. Following these revisions a Planning Permit was received.
