4 - Preparing Documents for Development Application to
Council |

With the design details confirmed,
the architect’s next step in the Mosman Green project
was to begin preparing the documents for the development approval
by the local Council.
In Step 3 the architect, Stephen Petrie,
obtained the most updated list of submission requirements
from Mosman Council’s website. He found, for the Mosman
Green project, Archicentre was required to lodge the following
documents and plans to Council:-
- Site Analysis: A plan
of the site prepared by the architect that shows the key
site features that the designer takes into consideration
when creating their design. Amongst many other things, it
shows site’s negative and positive features such as
access to views, wind, orientation, aspect, surrounding
buildings, etc.
- Detailed Survey Plan:
Prepared by a registered surveyor, the survey plan is a
technical drawing showing the site in detail, including
the exact position of the existing building, set backs,
boundaries, adjoining buildings, trees, tree heights, land
levels, contours, etc.
- Site Plan: The site
plan is another technical drawing that shows the location
and size of the proposed structure/s, site dimensions and
all elements related to building.
- Floor Plans: Existing
and proposed floor layouts, including roof plan, prepared
by the architect.
- Elevations and Sections:
These plans have to show the elevations depicting all architectural
features including a streetscape elevation, boundary fencing,
all levels, sections and the proposed exterior building
materials.
- Landscape Plan: Required
when site disturbance exceeds 50m2, the landscape plan for
the Mosman Green project was prepared by the Landscape Architect.
Included within this plan, were details of the proposed
species, ground surfaces, ground levels and retaining walls.
- Shadow Diagrams: Prepared
by the architect, the shadow diagrams were required to be
included for buildings two or more storeys high. They had
to show existing and proposed overshadowing for 9am, 12
noon and 3pm on June 21. They also had to show diagrams
for any overshadowing affecting north facing living rooms
in adjoining properties.
- Drainage Plan: A plan
showing the location of new stormwater lines and site detention
tanks if required, prepared by the architect.
- Erosion and Sediment Control
Plan: Again prepared by the architect, this plan
shows the sediment and erosion control measures where earthworks
are involved.
- Architectural Model:
An architectural model of the proposed development is required
for developments valued at over $400,000
- Waste Management Plan:
A plan of action outlining the ways waste such as demolished
material, excavated materials, household garbage and garden
waste will be managed, recycled and reused. Prepared by
the architect.
- Statement of Environmental Effects
(SEE): Prepared by the architect, the SEE is a
written explanation of the proposed development application,
outlining (amongst other things) its proposed use, an analysis
of how the proposal responds to the site analysis and the
desired future character, as well as demonstration of how
the proposal satisfies the required planning controls.
- Arborist Report: Mosman
Council requires an arborist report be prepared where trees
are to be removed, where works are within 5m of the trunk
or where works are proposed below the canopy spread.
Once the architect had compiled all of
this information, together with the completed the Development
Application form, he then lodged it at the Council on Tuesday
21st July to enter the Development
Approval Process.
