The Lock Up to Hand Over stage of any new home or renovation is a critical time for project management and quality control, Archicentre, the building advisory service of the Royal Australian Institute of Architects said today.

Mr Robert Caulfield, Managing Director of Archicentre was speaking at the official Lock Up for The Terraces, a Year of the Built Environment 2004 demonstration project in partnership with the Building Commission and the City of Melbourne. Mr Caulfield said, "The time between the lock up and final hand over period is where the project undergoes visual transformation to the final product. 'It is also the time when poor workmanship or poor quality fittings can strip tens of thousands of dollars of value from a project and a period where project management by the builder and supervising architect is crucial." |
Mr Caulfield said,
reaching lock up was a milestone time for a final review of all finishing
and fitting specifications in the contract including:
o Standard, colour, texture and number of coats of paint interior/ exterior;
o Type and standard of light fittings;
o The standard of finish on all cupboards and bench tops and accessories;
o Standard and type of all tiles (check colours);
o Type and quality of all paving;
o Plumbing fittings and fixtures;
o Selection of appliances;
o Standard of doors and door furniture.
Mr. Tony Arnel, Victorian Building Commissioner commenting on the lockup stage said it was important for owners to ensure that all compliance certificates related to plumbing, electrical work and building were provided at the end of the contract.
Home owners and renovators should also do an onsite inspection of the project with their builders at the lock up stage and at the end of fixing stage to undertake a detailed review of the works to date as well as to confirm the fitments, fixings and finishes still to come.
